Y mientras en nuestro pesimismo pintamos un mundo económicamente envenenado y ambientalmente condenado, Air Force One aterriza en Andrews AFB con el presidente a bordo, retornándole al epicentro de todo, ya que ambos desastres – económico y medio ambiental – tuvieron su origen aquí.

Este presidente norteamericano es sin duda alguna menos ladrador que el anterior, pero para los rusos – y no solo Vladimiro Putin – probablemente se le considere otro mensajero mas del mismo implacable imperio norteamericano. Y el mundo de détente sigue su curso ; un acuerdo sujeto con alfileres de una posible destrucción mutua en manos de esos autoproclamados lideres y guardianes de tribus, naciones e ideologías.

Son muchos los que en este país les ha sorprendido la recepción fría que se le diera a Obama en Moscú. ¿Anda, y que es lo que esperábamos, que le vitoreasen por las calles como los copiones-primos europeos ? Ni en broma. Los rusos están hasta la coronilla con esa actitud denigrante de EEUU tras la guerra fría… como si tal guerra se hubiese disputado en las trincheras con los norteamericanos terminando victoriosos.

El mensaje de Barack Obama fue el mismo que acompañó a Bush ; nuevo mensajero pero idéntico mensaje del Complejo Militar-Industrial ; ese complejo mítico-pero-real del que nos advirtiera el presidente Dwight Eisenhower hace medio siglo.

Se salvaron las apariencias con un acuerdo que redujo el número de misiles de ambos países, aunque al final de cuentas la posibilidad de destrucción mutua continúa igual ; y con otro acuerdo más que permite vuelos sobre territorio ruso, con tropas y armamento, rumbo a Afganistán, algo que sospechamos los rusos nos permiten con suma alegría. No nos cabe duda que encuentran satisfacción en ver a EEUU envuelto en una guerra que puede transformarse en un segundo Vietnam… y lo que para los rusos sería pago a “nuestra contribución” hace un par de décadas ayudando a los talibanes, y los caídos rusos que esa ayuda ocasionó. Una victoria pírrica para Obama en el Kremlin.

L’Aquila fue un escenario apropiado, de forma coincidental, para la reunión del G-8 ; y la región de Abruzzo, devastada tres meses antes por terremotos, representaba muy bien los dos grandes temas de discusión – ambos con implicaciones catastróficas – que hoy día confronta el mundo : la profunda recesión económica que afecta a la mayoría de las naciones, y los presagios adversos sobre el medio ambiente que pesan sobre el planeta, vinculados casi siempre al crecimiento económico. Pero la oportunidad de que Obama tuviera un tete-a-tete con el presidente de China, Hu Jintao, durante la reunión en L’Aquila se vino abajo, al tener Hu Jintao que regresar abruptamente a su país dados los disturbios con matiz étnico que estaban ocurriendo en Xinjiang.

Quizás fue la providencia, o la buena suerte de Obama, que esa reunión privada no ocurrió. No creo que Obama estuviese preparado para contestar esa pregunta de dos billones que le hubiese lanzado el presidente del país que pronto será la segunda potencia económica del mundo. La economía estadounidense y el falso nivel de vida de nuestro país han sido subsidiados durante los últimos diez años por las masas chinas por medio de un gobierno que forzó el ahorro (controlando el consumo) y lo puso en los cofres de la nación, aun permitiendo un incremento substancial en el nivel de vida de sus ciudadanos. Esos ahorros chinos han sido los que han mantenido la economía norteamericana a flote y solvente. Ahora, después de observar como funciona el capitalismo estadounidense, y el resultante debacle que ha ocurrido, los aparentemente obsequiosos chinos aparecen cansados, nerviosos y concernidos con lo que pudiera ocurrir con la valoración o desvalorización del dólar… y de que terminen pagando el pato por los pecados económicos estadounidenses del pasado. De todas formas, la confrontación no se hará esperar mucho, ya que el calendario de Obama le pone en China este mismo año ; y con una economía que sin duda irá para peor, las cosas no presagian un resultado positivo para Obama. Y lo mismo que con Rusia, una amplia sonrisa de nuestro presidente no substituirá como respuesta a las legitimas preguntas de estos lideres que requieren respuestas directas y sin sandeces.

Al igual que con su viaje al Oriente Medio, estas cumbres en Moscú y L’Aquila solo serán un espectáculo político, nada diferentes de los que atendiera Bush Hijo. Nuestra política exterior sigue igual, tan solo el envase ha cambiado. Obama tomó las riendas del país al mismo tiempo que Israel completaba su retirada de Gaza, pero en esos seis meses desde entonces, los cuatro años de embargo por Israel continúan… y la miseria en esa pequeña franja superpoblada reina suprema. Ahora, un coetáneo palestino me dice que los líderes de Gaza ponen sus ojos, y esperanzas, en la UE para que les ayude a que Israel confronte no solo los asuntos jurídicos sino también los derechos humanitarios. “Obama,” nos dice, “es todo palabrería sin acción ; poco puedes esperar de él cuando tiene a Rahm Emanuel como máximo consejero”. La semana pasada una delegación del ECESG (siglas en inglés de Campaña Europea para Poner Fin al Cerco de Gaza) se reunió con Javier Solana, Coordinador de Política Exterior para la UE, con el fin de discutir detalles pertinentes y tratar de que Israel se rija por la ley internacional, y respete los derechos de los palestinos.

Ahora Obama regresa a su país para enfrentarse a un Congreso que por lo general atiende las “necesidades” de sus preferidos constituyentes corporativos y no las del pueblo que representan. Por lo tanto en cuestiones criticas como la salud, se terminará con un programa aguado inferior al de los demás países desarrollados, o hasta algunos del tercer mundo con una avanzada conciencia social, como Cuba. Y no cuentes con legislación, o investigación por parte del Departamento de Justicia, sobre criminalidad que ocurriese durante los años del gobierno Bush-Cheney ; no importa lo hasta ahora descubierto o lo que pueda salir a la superficie en el futuro, como un programa de vigilancia que se mantuvo en secreto. Claro que en todo esto, Obama tiene la culpa después de haber copado con el asunto con la frase… “debemos marchar adelante”. Como si cualquier crimen perpetrado bajo el manto político cesase de serlo bajo las reglas de prescripción que tienen efecto al tomar un nuevo gobierno las riendas. ¡Y esto de un erudito constitucional (Obama) !

¿Quo vadis, Barack Obama ? Nos puedes decir cual es el camino que has escogido ?

Hay algunos progresistas en el país que continúan dando crédito a Obama como un buen jugador de ajedrez en política… con cuatro jugadas por adelantado en el juego ; y que eventualmente los verdaderos colores progresistas de Obama se revelaran triunfalmente. Aunque quisiera que esto fuese verdad, lo veo como quimérico en el mejor de los casos… y como tratamiento cómico de la realidad en el peor de ellos.

Dolorosamente me ha llevado casi seis meses el darme cuenta que Barack Obama no es el agente de cambio que esta nación requiere ; agente que nunca saldrá de una evolución política en nuestro sistema corrupto de dos partidos cuyos políticos maman de la misma teta. De todas formas, sin otro remedio, es preferible que Obama esté al timón y no uno de los muchos neoconservadores listos para llevarnos al Armagedón.

Quo vadis, Barack Obama… ?

Obama is coming home after two difficult summits, Russia and the G-8, to a domestic agenda not likely to yield better results. If our pessimistic selves paint a world which is economically poisoned and environmentally doomed, Air Force One’s landing at Andrews AFB will bring back this president to the epicenter of it all ; for both disasters – economic and environmental – had their start right here, in the good old US of A.

This American president is unquestionably not as big a barker as the previous one, but to most Russians – and not just Vladimir Putin – he is probably another smiling, soft tone messenger of the same unrelenting American empire. And the world of détente remains just that ; a compromise held by pins of mutually-assured destruction in the hands of self-appointed, loyal guardians of tribes, nations, ideologies and the rest.

Many in America appear totally surprised at the cool – uneventful at least – reception that President Obama received in Moscow. Duh ! What did we really expect… an exuberant welcome to our charismatic leader just like those our copycats Euro-cousins give him ? Not in a thousand years ! Russians have had it with post-cold war America and its berating behavior as if the victor in a hot-war never fought.

Barack Obama took to the Russians the very same message that George W. Bush did ; new messenger, same old message from the very powerful “AMIC” (American Military Industrial Complex)… you know, the mythical-yet-real organization President Dwight Eisenhower warned all Americans about half century ago.

While signing a face-saving agreement which reduced the number of missiles aimed at each other – yet not changing in the least how either or both nations might be reduced to smithereens – the Russians also consented, gleefully one suspects, to allow flights over their territory carryings troops and weapons en route to Afghanistan. Obviously, the Russians vividly remember US involvement two decades ago helping the Taliban that cost them so many dead… an indirect way of paying us back for “our contribution” to their decade-long conflict in Afghanistan ; a prelude to a possible second Vietnam for the US. A Pyrrhic victory for Obama at the Kremlin… and on to Italy for the POTUS !

L’Aquila was a fitting locale, ‘though coincidentally, as the meeting place for the G-8. Abruzzo, a region devastated three months earlier by earthquakes, was now hosting the discussions on the two major issues – both with catastrophic implications – that confront the world : the deep recession affecting the economy of most nations, and the ominous environmental implications facing the entire planet, usually linked to economic growth. But Obama’s opportunity to have a tête-à-tête with China’s Hu Jintao while at L’Aquila did not materialize, as the president of the world’s most populous nation had to abruptly depart to tend to domestic affairs – disturbances of the ethnic variety – at Xinjiang.

Perhaps it was just as well that Jintao and Obama did not meet. One gets the feeling that Mr. Obama is not prepared to answer the two trillion dollar question that the leader of the soon to be second largest economy in the world would have for him. America’s economy and our people’s pseudo standard of living have been subsidized in the past 10 years by the Chinese masses through a government that purposely, and smartly so, kept “forced savings” (non-consumption) in the national coffers while still permitting a noticeable increase in the citizens’ standard of living. Chinese savings that kept the US economy propped up instead of being declared insolvent. Now, after observing the workings of US capitalism, and the resulting debacle which has occurred, the seemingly obsequious Chinese are getting weary, jittery and concerned of what games the US might play in the valuation, or devaluation ( !), of its dollar… and whether they might end up partially paying for our economic sins of the past. But a major confrontation remains in the wings, Obama’s visit to China planned for later this year ; and with an economy likely to get worse by then, things for Mr. Obama do not bode well. As with Russia, a wide Barack smile won’t substitute as response to legitimate questions these leaders have and which require straightforward answers, not just diplomatically-treated bullshit.

Like Obama’s trip to mend fences in the Middle East, these summits in Moscow and L’Aquila will be little else than a political show, not much different from those Bush Jr. attended. Our policies remain in effect, only the packaging has changed. Israel may have completed its withdrawal from Gaza as Obama was sworn into office, but in almost six months since then, the four-year embargo of Gaza by Israel continues… and misery in the little, overpopulated strip of land reigns supreme. Now, a Palestinian peer tells me, they (leaders in Gaza) are starting to look at the EU for help in getting Israel to face not just juridical issues but humanitarian as well. “Obama,” he says, “is all words and no action ; but what can you expect when his Chief of Staff is Rahm Emanuel.” Last week a delegation from the European Campaign to End the Siege on Gaza (ECESG) met with Javier Solana, EU Foreign Policy Coordinator, to discuss pertinent details and try to have Israel abide by international laws, and respect the rights of Palestinians.

Now President Obama returns to face a Congress that for the most part answers to its preferred corporate constituents, through their lobbies, and not its true constituents : the people they represent. So look for legislation in such critical issue as healthcare to be watered down to a level that will keep Americans at the healthcare tail end of that provided in most industrialized countries, or even some socially-enlightened developing nations such as Cuba. And count not on legislation, or investigation by the Department of Justice, on criminality that occurred during the Bush-Cheney years ; no matter what additional discoveries are made, such as the surveillance program started under the old regime and now surfacing. However, on this latter issue, Obama is personally to blame after his incredulous remark “that we must look forward.” As if any kind of crime that is perpetrated under the political mantle has a statute of limitations that takes effect the moment a new administration takes the reins. This… from a constitutional scholar !

Quo vadis, Barack Obama ? Can you tell us the path you have chosen to take ?

There are some progressives in the nation who claim that Obama is a chess player when it comes to politics… that he is four moves ahead in the game ; and that eventually Obama’s true progressive colors will triumphantly emerge. As much as I would want that to be true, it is wishful thinking at best… and comedic treatment of reality at worst.

It has painfully taken me almost six months to realize that Barack Obama is not the agent of change this nation needs ; an agent we are unlikely to get through political evolution in a corrupt two-party system. Nonetheless, better Obama at the helm than one of the many Republican nuts itching to deliver us to Armageddon.
